Voter Transfer Form (Form-13)
Fill in the Election Commission's Form-13 to transfer your voter registration to another voter area, check it, and print it on A4 ready to submit.
The printed sheet follows the content of the Election Commission's ফরম-১৩ (voter transfer from one voter area to another) as published on its forms page (official PDF), in the same order and wording. The office-use part and the acknowledgement slip print blank.
Per the EC's NID portal, Form-13 is for moving your voter area because you changed where you live, and it goes to the Upazila/Thana Election Office of the area where you now live. A move within the same voter area, or a spelling mistake in the address, is a normal correction instead. Registered NID-portal users can also apply online at services.nidw.gov.bd. This tool prepares the paper form.
- A photocopy of your NID card (item 2)
- A certificate from a first-class officer, the cantonment board's executive officer, the city corporation or pourashava mayor, a ward councillor, or the union parishad chairman
- A copy of a utility bill (if you have one)
- A house-rent receipt, chowkidari tax receipt, pourokor (municipal tax) receipt, or similar

How to use
- 1Enter the election office you are applying to (the upazila/thana where you live now), then your name, NID number and date of birth.
- 2Fill in item 4 from your current voter details and item 5 with your new address, then the date you moved there and the reason.
- 3Press “Check the form” to catch a wrong NID length, a bad post code or anything missing.
- 4Press “Print / Save PDF”, print both pages on A4, sign, and submit them with an NID photocopy and the proof-of-address papers listed in item 8.

Which form is this?
ফরম-১৩ [বিধি ২৬(৭)], “এক ভোটার এলাকা হইতে অন্য ভোটার এলাকায় ভোটার স্থানান্তরের আবেদন”, as published on the Election Commission's forms page (ecs.gov.bd). The printed sheet follows its two pages in the same order and wording. Design Dokan is not the Election Commission.
Where do I submit it?
To the Upazila/Thana Election Officer of the area you are moving to. The EC's NID portal says to apply through the election office of the area where you now live.
What must I attach?
The form itself lists: a photocopy of your NID card, plus proof of living at the new address: a certificate from a first-class officer, the cantonment board's executive officer, the city corporation or pourashava mayor, a ward councillor or the union parishad chairman; a utility bill copy (if any); and a house-rent, chowkidari tax or pourokor receipt or similar.
Can I do this online?
Yes. If you have an account on the EC's NID portal (services.nidw.gov.bd), you can apply to change your address or voter area there. This tool is for people who want to submit the paper Form-13.
I moved within the same voter area. Do I need Form-13?
No. The EC's NID portal says that a change within the same voter area, or a spelling mistake in the address, is handled with the ordinary correction application instead.
Is my information sent anywhere?
No. Everything is filled in and printed inside your browser; nothing is uploaded. A draft is kept on your device only if you tick “Save a draft on this device”, and “Clear form” removes it.
